Transforming English language education in South Korea: its process and impact


Project Description and Goal

English language education reforms in South Korea for the past two decades have shared two goals, at least in official discourses: using English as the medium of instruction and developing students' ability to communicate in English rather than building knowledge about it. These reforms, in the context where English, an additional ('foreign') language, is not used in daily lives of the public, have taken on different meanings for reform actors than were originally intended, which in turn affected their 'implementation', and their impact. This ongoing long-term project aims to document and analyse the processes and impact of these reforms, individually and as an ensemble; identify factors which shape these; and seek implications for reform design and management. This project will contribute to developing a framework which can help conceptualise, diagnose and analyse, effectiveness of educational reforms.
