Online Social Network Influence on Policy Effectiveness & Educational Equity: School Marketing, Educational Outsourcing
Project Description and Goal
Poorly managed policies can waste financial or human resources, cause unnecessary distress, and harm organisations and societies (Choi, 2018; Choi & Walker, 2018). For instance, Choi (2019) discovered the “Teaching English in English” policy in Korea to be ill-managed due to the different level of readiness between stakeholders, where the policy actors were not able to perform upon the policy expectation and reduced the effectiveness of English language education. Meanwhile, online social network (OSN) messages can aid or hinder: new ideas, government decision-making processes, policy communication, or policy implementation (Bertot et al., 2012). For example, the case of medium of instruction in Hong Kong had been highly reacted by the public through social media, and the government had to reconsider it. Thus, we propose and test a theoretical model of effective policy management involving OSN, using two case policies: school marketing and educational outsourcing, where they provide representative examples of how policies are put into practice across contexts in the greater China region. We would also conduct international parallel studies (e.g., South Korea, Nepal, England and China), where the team members have in-depth context knowledge, for instance, in Nepal, on marketing. The context where parallel studies will be conducted and the focus of the study will be decided reflecting the findings from the ongoing pilots. Specifically, we examine how OSN and policy management effectiveness interact via: case studies, analyses of documents, surveys and OSN messages.
